In accordance with the work arrangements of the Ministry of Ecology and Environment (the State Nuclear Safety Administration) and the requirements of the "Outline of Nuclear Safety Supervision and Inspection for the Tianwan Nuclear Power Station of Unit 5 and 6 in the Commissioning Phase", the MEE North China Nuclear and Radiation Oversight Station (hereinafter referred to as MEE/NCNROS) organized an inspection team to carry out nuclear safety inspections for the control point of primary circuit cold state function test at Unit 6 of Tianwan Nuclear Power Station between September 22 and 24.

To implement the requirements of the relevant notice of the CPC Central Committee on overall planning and regulating the supervision and inspection work, and effectively reduce the burden and pressure for the inspected units, on the premise of meeting the requirements of the "Outline of Nuclear Safety Supervision and Inspection for the Tianwan Nuclear Power Station of Unit 5 and 6 in the Commissioning Phase", the MEE/NCNROS optimized the inspection plan revolve round the purpose of improving the scientific nature, pertinence and effectiveness of the inspection, and combines this inspection with the "commissioning quality assurance inspection of the Unit 5 and 6 of Tianwan Nuclear Power Station" and "commissioning results inspection of the Unit 5 Tianwan Nuclear Power Station". Before the inspection, the MEE/NCNROS was meticulous in making the inspection plan in light of the nuclear safety laws and regulations and the requirements of China's nuclear and radiation safety management system in combination with the commissioning supervision experience of Unit 5 of Tianwan Nuclear Power Station.

During the inspection, the inspection team conducted the inspection by means of document inspection, personnel interviews and on-site inspection focusing on the installation and transfer of the structure, system and equipment of Unit 6, the implementation of the preliminary test, the preparation of the cold state function test, the conditions of the construction license and the implementation of the management requirements raised in the previous nuclear safety supervision and inspection. In view of the problems found in the inspection, the inspection team communicated deeply with the operation unit to ensure that the problems were objective, impartial and accurate. It also put forward the corresponding management requirements and urged the operation unit to strictly implement its responsibility as the main body of nuclear safety in the commissioning activities.

In the next step, the MEE/NCNROS will continue to adhere to the work style of "strict, cautious, meticulous and practical", firmly shoulder the responsibility of nuclear safety supervision, live up to its mission, forge ahead, and realize strict supervision according to laws and regulations, whereby successfully completing all the nuclear safety supervision of Unit 6.
