Reaching criticality and restart of Ling’ao Unit 4 and Yangjiang Unit 2 took place during this year’s Two Sessions of the country. To ensure the safe criticality and the start of the two units, MEE/SCRO organized a Special Overhaul Team (SOT) to implement a whole process oversight of refueling overhaul activities at Ling’ao Unit 4 and Yangjiang Unit 2. Emphasis was put on carrying out routine nuclear safety inspection of the first criticality after a new fuel cycle. SOT took on-site oversight inspection of criticality and the restart of both units to ensure the safe start and steady operation of the units.

Nuclear facility safety and nuclear material security are important integral parts of nuclear safety. To protect the safety of nuclear facility and nuclear materials during the Two Sessions, MEE/SCRO organized an inspection team to conduct a special nuclear safety inspection in the field of nuclear security. To ensure the safety of nuclear facility and materials, this inspection was focused on Daya Bay and Ling’ao NPPs’ management of nuclear materials, access control and management of nuclear facility entrances, and implementation of measures and plans for emergency during the Two Sessions.

One must be strong to forge iron. Both strict discipline and work style, as strong as iron, are important guarantee for MEE/SCRO to carry out regulatory oversight of nuclear and radiation safety. For putting in place the requirements of “party style and clear government” that should be followed by MEE/SCRO, the Station’s party discipline inspection committee sent its inspectors to implement a whole process of supervision on whether or on how MEE/SCRO’s party member cadres and workers insist on Party’s Eight Provisions in the period of oversight inspection, so as to ensure that they are clean and efficient in the process of supervision and inspection of nuclear and radiation safety during the Two Sessions.
