
On 11 March, 8 years after Fukushima nuclear accident, the chief heads of MEE/NERO take the lead to carry out an oversight inspection activity at Hongyanhe NPP regarding the modification of the existing emergency command center at the plant site. It was aimed to fully exercise the efficiency of the MEE’s regional radiation regulatory oversight station and further enhance nuclear emergency management so as to ensure nuclear and radiation safety during China’s Two Sessions in this year. MEE/NERO noted that the modification time and quality must be ensured to recover its main functions as scheduled and the project progress should be reported at weekly intervals to MEE/NERO.
Targeted at MEE’s regulatory key points and according to its own working plan, MEE/NERO was briefed from the NPP about capability building for radiation environment monitoring and emergency. MEE/NERO noted that Hongyanhe NPP should continue to strengthen its actual emergency capability and testability though drills and exercises, with emphasis on the achievement transformation and on the building and application of emergency drill scenario library information platform. MEE/NERO is also working with relevant agencies to carry out independent development of emergency drill scenario library and will cause emergency drills and assessment to be conducted out without advance notice, so as to achieve a higher degree of "blind play".
Nuclear safety is the lifeline of nuclear energy development and nuclear emergency management is an important guarantee for nuclear safety. For implementing the relevant requirements of Nuclear Safety Act, MEE/NERO will continue to strengthen nuclear emergency regulation to make sure that nuclear emergency preparedness and response capability are always under constant enhancement and to effectively eliminate underlying nuclear risks through solving discovered problems in emergency drills in continued improvement.
2019 marks the 70th anniversary of the founding of the People’s Republic of China. MEE/NERO will improve political standing to stringently observe the nuclear safety-related national regulations and MEE’s requirements on regulatory oversight and risk control in order to continuously upgrade nuclear facility safety regulation and promote the nuclear operators in the region under its jurisdiction to stably elevate the capability for radiation environment monitoring and nuclear emergency response.
