2019-01-03

Recently, MEE Deputy Minister and NNSA Director Liu Hua, took a trip to Chengdu division of NPIC to inspect the regulatory work of nuclear safety.

After having viewed the research and experiment facilities and test platforms, and having heard the details about the progress made in research and development of HPR1000 reactor-related systems and equipment, Liu chaired a discussion on nuclear facility safety, radiation environmental management, and implementation of Nuclear Safety Act in NPIC. Liu affirmed the accomplishments made by MEE/SWRO and NPIC in nuclear facility safety regulatory work in recent years.

Liu stressed that the NPIC should do well the following: the first is to pay great importance to nuclear safety and fully be aware of nuclear safety, which is a technical means for ensuring safe reactor operation and a political work for protecting national security. General Secretary Xi Jinping’s nuclear safety thinking and the study of Nuclear Safety Act should be thoroughly implemented, which could be integrated into the building of system. The second is to uphold the working idea of “replacing of the older with the new” to systematically address the environmental risks left from the past in such a way that the work completed so far could become not only a benchmark in nuclear industry but also a paradigm in environmental protection. The third is to stand ready to tackle with abnormal events, for which the effective measures should be taken in line with the found causes to ensure the rectification and elimination of the gaps identified. The fourth is to strengthen communication with the nuclear safety oversight departments to deliver access to the nuclear science publicity and education to the public for purposes of protecting the public, workers and the environment safety.

Participants in the discussion included the relevant persons from CNNC, MEE/SWRO, Sicuan Ecological and Environmental Agency and NPIC.
