Experience exchange was conducted between MEE/ECRO, MEE/SCRO and MEE/NERO on safety regulation for HPR1000

Aimed to thoroughly implement Nuclear Safety Act and the Notifications on Playing the Further Functional Role of Various Regional Offices (ROs) issued by NNSA, the Experience Exchange on safety regulation for HPR1000 reactor construction and installation and NPP overhaul was conducted in Shanghai between MEE/ECRO, MEE/SCRO and MEE/NERO for purposes of discussion on the normalization and standardization of regulatory oversight and enforcement.

MEE/ECRO and MEE/SCRO described respectively their own regulatory activities within their respective regions regarding the construction and installation of HPR1000 units, sharing the experience gained. The participants involved in the event took part in the discussions on the key difficult points and discovered problems, exploring the forthcoming modes of commissioning and regulation.

All these three ROs described their respective oversight processes and good practices gained in overhaul, and discussed the problems present in oversight process and possible solutions. They developed a consensus on the overhaul regulation mode of operational nuclear units. They shall establish a coordination group for studying and promoting the normalization and standardization of overhaul oversight and enforcement at NPPs.

This event is deemed an active exploration and good practice for various ROs to initiatively adapt the new situation of the nuclear and radiation safety regulation, to make the oversight mode innovative, to improve the regulative efficiency, and to enhance the experience feedback and exchange.
