1 Brief description

Established in 2006, the MEE/NWCNROS is a state-owned institution directly under the Ministry of Ecology and Environment(MEE). It is based in the Building of Environmental Science/Technology, No.255, Yanerwan street, northern Lanzhou city, Gansu province.

The MEE/NWCNROS has personnel of 26 individuals and encompasses Administrative Office, Division of Nuclear Facility Oversight, Division of Technology Utilization Oversight and Division of Environmental Radiation Monitoring and Surveillance.

2 Key responsibilities

Mandated by the relevant laws and regulations and entrusted by the MEE, the MEE/NWCNROS is responsible for overseeing nuclear and radiation safety programs within the provinces or municipality or autonomous region of Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang. The key responsibilities are responsible:

·Day-to-day oversight of nuclear and radiation safety at nuclear facilities;

·Day-to-day oversight of radiation environment management at nuclear facilities;

·Day-to-day oversight of nuclear technology utilization programs directly under the regulation by the MEE with respect to radiation safety and radiation environment management;

·Day-to-day oversight of nuclear facility operators and nuclear technology application utilities directly under regulation by the MEE with respect to emergency preparedness for nuclear and radiation accidents, including nuclear and radiation terrorist attacks, along with overseeing emergency response at the accident sites;

·Oversight of nuclear facilities and/or nuclear technology utilization programs directly under the regulation by the MEE with respect to radiation monitoring and necessary supervisory field monitoring, sampling and analysis;

·Inspection to the local environmental protection agencies with respect to radiation safety and radiation environment management;

·Day-to-day oversight of civil nuclear facilities with respect to nuclear safety equipment installation, as well as field oversight of imported equipment examination and test at nuclear facilities;

·Oversight of on-site transport of radioactive materials at civil nuclear facilities; and

·Dealing with other affairs mandated by the MEE.
