Workshop in conjunction with a senior seminar held in Yantai city on regulation and oversight of nuclear and radiation safety

A workshop in conjunction with a senior seminar on regulation and oversight of nuclear and radiation safety was held on 9-11 July in Yantai city. MEE Deputy Director and NNSA Director Liu Hua attended this meeting and gave speeches. The aim for this activity is to carry out the spirit of important speech addressed by General Secretary Xi Jinping at working meeting on theme education of“staying true to our original aspiration and keeping our mission firmly in mind", and fully implement overall concept of national security. It is necessary to effectively improve inspection quality of nuclear and radiation safety regulation and oversight, and to comprehensively enhance nuclear safety regulation by identifying and filling the gaps in nuclear safety regulation.

Liu stressed, it is necessary to fully aware of the current situations and potential risks facing the regulatory arena of nuclear safety and to have a strong sense of urgency and risk awareness. It is essential to not only attach great importance to the Black Swan incidents, but also take fully into account the Grey Rhino events so that the national security is ensured and nuclear safety regulation is enhanced on the whole. Everyone should not only be capable of taking initiatives to prevent risks in an emergency, but also be ready to tackle and resist any potential risks.

Participants met to learn the spirit of written instructions, conveyed on the meeting, from the CPCCC and the State Council leaders. Participants put their focuses on exchanging the current progresses they have made to date in the theme survey activities in accordance with the seminar’s key points and realistic conditions. They analysed exhaustively potential difficulties and identified the problems to be corrected followed by giving specific countermeasures and suggestions. Through analyses, the potential problems were aligned to create a list of problems to be corrected, with clear responsibility and correction time limit. Liu stressed that participants should, with the spirit of keeping the original aspiration and bringing the mission in mind, find out and solve the problems to ensure nuclear and radiation safety. Additional exchange and discussion were made on preparation and revision of third level program files of nuclear and radiation safety management system. Consensus was reached at the meeting on how to prepare the file in its content and scope.

Liu pointed out that the regulatory system of nuclear and radiation safety must put “four consciousnesses”, “four self-confidences” and “two maintenances” deeply in mind. They should seriously implement General Secretary Xi Jinping’s overall concept of national security and ideal of nuclear safety, and improve political standing by adhering “strict, cautious, careful, solid” work style. Everyone should enhance responsibility sense and mission sense of improving nuclear and radiation safety regulation and have an increased awareness and confidence of nuclear and radiation safety regulation. The regulatory system of nuclear and radiation safety should focus on implementation of the important written instructions issued recently by the leaders of the CPCCC and the State Council in order to comprehensively carry forward, through strict regulation, the implementation of main responsibility system of operating organizations. Combined with the theme education of “staying true to our original aspiration and keeping our mission firmly in mind", which is a urgent and tough task but also a protracted battle, everyone should take the earnest steps to improve existing weak links and strictly implement regulatory responsibility on the basis of profound rethinking and inference. Clear and unblocked work channel must be established between various departments and organizations as if “one family were doing one thing in one mind”. Historical experiences accumulated over the last 35 years must be learnt and followed in preparation and revision of the third level program files of the regulatory system of nuclear and radiation safety. In such a way, the results could be more suited for actual situation, and basis and guidance could be established for the site-specific supervision and oversight of nuclear and radiation safety review and evaluation.
