Department of Radiation Source Safety Regulation (DRSSR) made survey at MEE/SWRO
2019-10-09

MEE DRSSR on 17 June has conducted a survey at MEE/SWRO on theme education of “staying true to our original aspiration and keeping our mission firmly in mind". Concurrently, a discussion was held with MEE/SWRO to deeply exchange their views on nuclear safety regulation and related problematic issues faced in this region of where MEE/SWRO is in charge. MEE/SWRO’s leading members, middle-level carders and relevant workers attended the discussion.

MEE/SWRO described the current state of nuclear safety regulation in aspects of nuclear facilities, nuclear technology utilization organisations and uranium mines and mills organisations in Southwest China region. In-depth discussions were made on difficult problems of how to carry out nuclear regulation of the military and civilian sharing nuclear facilities, how to facilitate treatment and disposal of radioactive waste, how to enhance monitoring methods and data application, and how to advance the public communication on nuclear and radiation safety. Meanwhile, advices and recommendations were provided on communication interfaces between technical support organizations, on improvement of regulatory oversight quality and on performance to be displayed by MEE/SWRO.

DRSSR pointed out that there are wide varieties of nuclear facilities with frequent geologic disasters in Southwest China region, facing major nuclear and radiation risks and difficulties in the area of radiation environment management. It is necessary for everyone to keep in mind consciousness of risks, and continue to eliminate safety risks and overcome difficulties in management. MEE/SWRO has done a lot of work in these aspects, with very constructive advices and suggestions contributed, which are very valuable experiences and lessons for improving the further work. DRSSR required MEE/SWRO continue to make efforts in the following aspects. The first is to implement the risk-informed and problem-oriented regulation and oversight of these nuclear facilities by their categories and classifications. The second is to develop a coordinated and combined action mechanism with local organizations based on the important steps of radiation environment management, including radioactive waste management, effluent monitoring and environmental monitoring. The third is to consistently raise informatization level to improve the manufacturing and reforming supervision of radioactive source manufacturers and the safety control of disused radioactive sources and highly radioactive sources. The forth is to strength regulatory force and their capability building and continue to raise their feeling of honour and sense of mission to make sure that nuclear and radiation safety can be guaranteed.
