MEE/NCNROS completed supervisory investigation of classification of radioactive waste management facilities within its region

Following more than two months of investigation, MEE/NCNROS completed supervisory investigation report of classification of radioactive waste management facilities located in its region, with aims of thoroughly studying and implementing the spirit of The 19th National Congress of CPC, implementing the requirements of Notification on Implementing Written Instruction of MEE leaders on Launching “Big Investigation” Campaign, and putting in place the requirements for nuclear facility management by category as provided for in Nuclear Safety Law.

There are wide range and variety of radioactive waste management facilities with different sizes within MEE/NCNROS’s region, featuring complex situations and various degrees of risk due to the transition from the old to the new. Since MEE has taken over nuclear regulation, especially following enforcement of Nuclear Safety Law on 1 January 2018, the radioactive waste management facilities must be subject to the requirements that “nuclear facilities are managed at national level by their categories and according to their nature and risk degree and other factors” as pointed out by Nuclear Safety Law; however, there now has not yet been a departmental rule issued on radioactive waste management by category, nor an available regulatory system for reference.

To implement Nuclear Safety Law as soon as possible and to establish supervisory management model for radioactive waste management facilities, preceded by issuing Operation License of Radioactive Waste Management Facility, MEE/NCNROS has shouldered its responsibilities and has to take on difficult tasks. By consulting documental materials, validating on site, talking and visiting, a big investigation campaign was initiated on radioactive waste management facilities owned by all nuclear operators located in MEE/NCNROS’s region. By ascertaining the fact that the current situations and potential risks to nuclear and radiation safety in nuclear facilities, the suggestions about radioactive waste facility classification and its supervision were made based on risk orientation. This is also one of major problems that should be addressed in its endeavor and based on a problem-oriented approach.
