From October 21 to 23, the national final of the Second National Competition of Professional and Technical Personnel in Ecology and Environment Monitoring which is jointly organized by the Ministry of Ecology and Environment, Ministry of Human Resources and Social Security, All-China Federation of Trade Unions, Central Committee of the Communist Youth League, All-China Women’s Federation and State Administration for Market Regulation was held in Nanjing, Jiangsu Province.

In the morning of October 22, the Communist Party of China (CPC) group members and Vice Minister of the Ministry of Ecology and Environment, Director-General of the National Nuclear Safety Administration, and the executive director of the organizing committee of the competition Liu Hua, deputy director of the National People’s Congress Standing Committee in Jiangsu Province Liu Handong, secretary of the secretariat of All-China Federation of Trade Union Wang Junzhi, secretary of the secretariat of the Central Committee of the Communist Youth League Fu Zhenbang, secretary of the secretariat of the All-China Women’s Federation Zhang Dongmei and relevant persons in charge from Ministry of Human Resources and Social Security, State Administration for Market Regulation and Ministry of Ecology and Environment attended the opening ceremony and viewed the field operation.

At the opening ceremony, the Ministry of Ecology and Environment pointed out that ecology and environment monitoring is an important basis for ecology and environment protection and an important support for ecological civilization construction. Since the 18th National Congress of the Communist Party of China (CPC), under the leadership of the CPC Central Committee with comrade Xi Jinping as the core, China’s ecology and environment monitoring work has made positive progress. The ecology and environment monitoring network has been constantly improved, the operating mechanism has become more efficient and smoother, the monitoring quality management system has been increasingly improved and the monitoring data quality has been significantly improved. At present, China is in the critical moment of the decisive battle of pollution prevention and control. The competition of ecology and environment monitoring technology is a concentrated demonstration of the skill level and spirit of contestants and also a grand review of the talent training results of ecology and environment monitoring institutions at all levels. It is able to create a sound atmosphere of professional and technical personnel learning professional theory and studying the skills assiduously, vigorously carry forward the craftsmanship spirit of pursuing the best, strengthen the ‘strict, true, delicate, solid, fast’ style of work and improve the skill level of ecology and environment institutions at various levels so as to contribute to the success of the battle of blue sky, clear water and pure land and the continuous improvement of the ecology environment quality.

Jiangsu province stated that as one of the provinces with the fastest economic development, the highest degree in open level and the strongest development vigor, the ecology environment system in Jiangsu should make full use of the opportunity of the competition to learn modestly from brother provinces, arouse the upsurge in learning monitoring theory, studying monitoring technology and developing the monitoring ability, promote the scientific, standardized, specified and modernized ecology environment monitoring work so as to provide strong technical support for the fight of pollution prevention and control. The All-China Federation of Trade Unions stressed that it is necessary to find and select more technical experts and pacesetters in ecology environment monitoring system, promote the overall technical level of ecology environment monitoring and provide strong support for the comprehensive promotion of ecological civilization construction. The Central Committee of the Communist Youth League stated that it will focus on the overall goal of firmly uniting young people around the party, create conditions and build platforms for the majority of professional young people to become talents in their posts and train a monitoring team of young people with strong learning ability and high professional skills. The All-China Women’s Federation said it will continue to play an important role in winning the battle against pollution and will provide opportunities for outstanding female competitors and female-dominated teams to be honored as ‘national model of women’s achievements’, ‘national women’s civilized post’ and ‘national advanced group of women’s achievements’. The State Administration for Market Regulation will be committed to improving the objectivity, authenticity and effectiveness of inspection and testing data and results and comprehensively improve the governance ability and quality of inspection and testing industry.

The competition is the second of its kind jointly held by six departments after a nine-year gap. It is also a concrete measure to carry out Xi Jinping thought on ecological civilization and the spirit of the national ecology environment protection conference and implement the strategy of reinvigorating China through human resource development. Since April 2019 when the competition activities were launched, all provinces (regions and municipalities), the ecology environment department of the Xinjiang production and construction corps and Military Installations Construction Bureau of Logistics Support Department of Central Military Commission(CMC) attaches great importance to it, organize elaborately and arrange carefully. A total of 6198 technical personnel from 1390 ecology environment monitoring institutions have participated the provincial-level test, among which the number of institutions and the number of people in social environment monitoring has taken forty percent. Through selection at various levels and intensive training, a total of 293 players from 33 teams joined the final, among which 69.6% were young players and 43.7% were female players.

According to the competition schedule, the national final of the competition is divided into two parts: comprehensive contest for ecology environment monitoring and special contest for radiation monitoring, including theoretical knowledge examination and field operation contest. The weight of theoretical examination and field operation is 4:6 and the individual prize, group prize and organization prize will be determined in the end.
