The first-half of 2019 wrap-up meeting on nuclear and radiation safety regulation was held on 8th July in Beijing at the National Nuclear and Radiation Safety Supervision Technology R&D Base. MEE Minister Li Ganjie chaired and addressed the meeting. He stressed, everyone should implement General Secretary Xi Jinping’s overall concept of national security and nuclear safety and diligently implement Premier Li Keqiang’s recent important written instruction on reliably guaranteeing the safety of nuclear power. It is necessary to have further enhanced senses of responsibility, mission, and urgency. It is also essential to continue to improve and perfect regulatory system, and elevate regulatory capability in order to make sure that nuclear and radiation safety will be guaranteed.
Li pointed out, regulatory system of nuclear and radiation safety have fully implemented the decisions and deployments made by the CPCCC and the State Council in the first half of 2019. Priority projects are proceeding in an orderly manner, and regulatory measures are solid and effective with continuously improved regulatory capability. International cooperation has distinctive features, while work of Party building is highly effective. Various sorts of work has made active progress and nuclear and radiation safety is effectively guaranteed.
Li stressed, while seeing the achievements, everyone must stand ready to tackle any danger to advance nuclear and radiation safety regulation into a new stage on the basis of earnest summary, in-depth rethinking and inference, and full identification and solution of existing problems and difficulties.
The first is to improve political standing and enhance sense of crisis. Everyone should be aware of the extreme importance of nuclear safety from viewpoint of maintaining the national security, and keep nuclear and radiation regulation in readiness in order to accomplish all kinds of work in a cautious, safe and down-to-earth manner.
The second is to play active role in implementing the duty and responsibility. Everyone must carry out strict review, licensing, regulatory oversight and punishment on the basis of continuously enhancing the spirit of the rule of law, sense of responsibility and service idea. Everyone must take “zero-tolerance” attitude on fraud and illegal behaviour so as to create a good atmosphere of compliance with laws and rules in entire regulatory arena of nuclear safety.
The third is to lay a solid foundation for enhancing regulatory capability. Everyone must continue to strength the Base’s capability building and comprehensively increase the capabilities in all aspects of supervision of review and evaluation, radiation monitoring, emergency response to terrorism, experience feedback, and international cooperation in order to accelerate the transform of China as an initial player and co-player in regulatory arena of nuclear safety to a leading player.
The forth is to assume joint effort to form a synergistic force. Regulatory system of nuclear and radiation safety should work as if “one family were doing one thing in one mind”. MEE’s departments, dispatched resident organs, and technical support organizations should continue to cooperate to form a combined regulatory force and improve regulatory performance.
Li pointed out, the new era’s nuclear and radiation safety regulation work faces new challenges and requirements. It is imperative to carry forward strict governing of Party, and accelerate construction of cadres team by forging a regulatory force, as strong as iron, that is always ready and able to fight and win victory, in such a way as to provide strong guarantee for nuclear and radiation regulation work. Everyone should study Xi Jinping’s thought of new era of socialism with Chinese characteristics, especially on ecology progress, and the CPCCC’s new ideal, new thought and new strategy on safety work in order to improve political quality and profession levels. It is essential to insist on “strict, cautious, careful and down-to-earth” attitudes, which must be put in place in nuclear and radiation safety regulation work throughout all aspects, all phases and entire process and, as a result, leading to continuous refinement of the work style. It is necessary to seize the good opportunity of development of nuclear and radiation safety regulation work, shoulder in practice the responsibility and mission entrusted by the Party and the State by dedicating everyone’s due contributions. It is compulsory to strict observe the two bottom lines of nuclear safety and anti-corruption to make sure that nuclear safety and anti-corruption safety shall be guaranteed on the basis of implementing such disciplines as anti-corruption, prevention of unwholesome trend, and carefulness and cautiousness.
Li stressed, as required by MEE’s implementation program on deploying theme education of “staying true to our original aspiration and keeping our mission firmly in mind”, the regulatory system of nuclear and radiation safety should enhance political consciousness, ideological consciousness and action consciousness on “keeping original aspiration and bearing the mission in mind” in order to ensure the purpose of theme education to be successfully achieved through a combination of broad mobilization, sophisticated organization, earnest study and education, investigation, examination of problem, and improvement and reform.
Li pointed out, winning the battle against pollution is a great political task in ecological environment system. Regulatory system of nuclear and radiation safety should overcome negative emotions and attitudes that things are irrelevant. It is essential to initiatively take part in the high-priority work such as defending blue sky, enhancing oversight and supervision, and implementing fixed-point aid project. It is vital to play greater roles in ensuring nuclear and radiation safety, winning the battle of pollution prevention and control, and creating a new situation for constructing beautiful China.
Before the meeting, Li attended the opening ceremony for the Base and make a site inspection to the pilot zone and comprehensive business zone of the Base. He required that it is necessary to make sure that the Base will be built into a convergence place of scientific research resources in accordance with development demands and based on shared resources in the sector of nuclear and radiation safety regulation so that the comprehensive and strong technical guarantee can be provided for nuclear and radiation safety regulation.
MEE Deputy Director and NNSA Director Liu Hua attended the Base opening ceremony and the first-half of 2019 wrap-up meeting. He pointed out that regulatory system of nuclear and radiation safety should take solid steps to carry forward the theme education of “staying true to our original aspiration and keeping our mission firmly in mind". It is necessary to comprehensively analyse the situation of, and challenges facing, nuclear and radiation safety regulation and find out the gaps by persistently improving nuclear and radiation safety standards. It is essential to continuously enhance both the management system and implementation of the safety regulation with regard to nuclear and radiation by the rule of law, and continue to carry forward the modernization of regulatory system and capability.
